[Sbs_gems] [New Logentry] SBS GEM ROCs Slot 21 getting busy

Including the SBS GEMs cause the daq to fail. We have been having trouble with this for the past few months without a proper solution. Trying to isolate the problem there were several runs taken which are listed below;

run 5271 : only including fiber 0 and 1 of the sbsvtp2 : DAQ works fine   : https://logbooks.jlab.org/entry/4184437
