[Sbs_gems] [Revised Logentry] Low Voltage issue on side GEM Layers

Earlier today Alex claimed that the DAQ is having issues with some SBS GEMs. When Holly and I checked at the hall, we observed that a half of one of the side GEM layers wasn't getting any low voltage. The fault was then traced back to the LV distribution box. The fuse of the breaker for that particular LV connection had gone bad. So we replaced the fuse with a one from a spare breaker on the same distribution box. This resolved the issue but the exact reason why the fuse went bad is unknown, there was no any signs of shorts.
