[SBS_sim] SBS-Tracker: New production with magnetic field

Dear Bogdan,

how (at present) the background is simulated was discussed many time in
the past.

Flat means "uniform energy distribution".

The level of backgrounds were defined last Dec/2010 (see attached mail).
