[Solid_ec] SoLID EC meeting at 10am tomorrow

Hi Xiaochao,

Following our discussion, I am writing to suggest radial segmentation for
SIDIS forward photon-rejection scintillator pad. 

The rate VS R distribution was shown on page 7 of the last collaboration
meeting talk. It can be well parameterized with 
Rate = E^(11.0391 - 0.0212754*R)*R   Hz/cm^2

Therefore, if we require equal rate on the two radial segments of
scintillator pad, the division will be 100-137 cm and 137-220 cm.
