Here is a NIM article by UVA's Paul McKee with data about ND_3's radiation resistance.

It looks like ND_3 can take doses of at least 5. E16 e/cm^2, even up to 10. E17. Data are from SLAC E143-155 and JLab GEn E93-026 {15}^ND_3. I would think {14}^ND^3 may be even more resistant.
