After seeing no signal on the o-scope from the RF system when in VL mode, Riad and I looked at the manual for the AFL-220 fiber optic link and confirmed that it is the transceiver sampling rate that prevents an RF signal in VL Mode.

"The digital signal is capable of changing 93,000 times per second... The maximum jitter in a digital signal might be up to 11 microseconds"  

The system would not even pick up a signal turning on and off in the matter of  4us or less. A new fiber optic transceiver must be purchased with a higher sampling rate in order to operate VL mode.
