[Tpe] TPE Mini Torus Shielding

Larry,
The stainless steel plate has a tube welded to it on each side. On the 
upstream end it is 3-1/8"od x 0.035" wall tube on the down stream end it 
is a 2.25" od tube with a 0.065" wall and then the OD is machined down 
to 2.170" od to slide into the bore in the mini torus. This entire 
assembly is the "mandrel".

If all is good we will proceed.
