[Tpe] updates

Hi All,

I have a few updates:

1. The new TPE Wiki is up and running. Please place all TPE related
material on the wiki and please feel free to add/subtract/modify any
part of the wiki as needed:

2. I've taken the draft run plan (pdf) and turned it into a wiki page
as Startup and Commissioning. So, now the run plan can be updated in
one central location:

3. The TPE run page is pretty much ready and linked from the wiki.
There are a few things left to be updated for it and I am currently
working on it. Please take a look and comment as needed:

4. The TPE Shift Checklist may need updating. Please take a look and

5. Regarding EPICS GUI stuff, Nerses will assist us as soon as the
TPECal, Dense Fiber Monitor (DFM), Sparse Fiber Monitor (SFM), and the
Quartz monitor are hooked up in the hall.

6. Sergey Boiarinov is currently configuring the trigger for the
experiment and will contact me as soon as it is ready.

7. Maurizio and I are preparing DAQ software for TPECal.

8. At some point we need to inform the CLAS detector experts for
taking cosmics/calibration runs. Are these the right people to
contact:

LAC: Marco Ripani / Genoa group (Do we want to use the LAC?)
