[Tpe] DC occupancy

Dear Folks,

One item we will need to do early in the run:
compare the CED occupancy plots when we run it online (using the events 
taken from the ET ring) and offline (when it reads events sequentially 
from a file).  In 2006 the offline occupancy was much higher than the 
online occupancy.  We used the offline numbers almost exclusively.

This problem may have been fixed, but we will need to check this 
carefully.  Thanks to Mac for reminding me of this issue.
