[Tpe] trigger update

Hi All,

After discussion with Sergey today, we will have to make a revision in
the trigger layout and it will be possible to have the trigger config
as desired by TPE. The setup will involve the ability to select
signals coming from the two different TOF panels for each sector and
build the trigger as desired. Sergey and Ben will make the necessary
changes and then we can configure things as needed.

There will be an CLAS onliners meeting on Wednesday 9-10am in Room
B101 to discuss and finalize the whole shebang, which I'll be
attending.
