[Tpe] trigger

[Puneet Khetarpal]

Hi All,

I've taken the suggestions and placed the trigger config on the wiki
(accessible from main page):

https://claswebnew.jlab.org/rungroups/tpe/wiki/index.php/Trigger

Please take a look. Any other comments and suggestions are most
welcome. If everything looks okay, then I'll send this to Sergey.
