[Tpe] TPE beamline drawing

Dear Dave,

The lepton blocker design looks great.  Thanks!

I have a few comments about the beam line drawings:
On the first page:
  1) the distance between the ID centers and the PS center should be the 
same.  Right now they are 85.87 and 86.15.  This is actually significant.
  2) The two old lepton beam blockers will not be needed if the new 
scheme works.  The 'optional location for lepton beam blocker' at the 
ID2 entrance will definitely not be needed.
  3) At the downstream collimator, the outer collimator ID is 105 mm and 
the inner collimator OD is 96 mm. Does this mean that there is a 9 mm gap?
  4) At the DS collimator, the third item listed is the 
'BPM/Window/Collimator Assembly' with the note 'Collimator not 
installed'.  I hope this means that we will have the BPM and Window 
installed.

On the second page:
The drawing looks fine.  Table A lists the materials in the beamline and 
needs to be updated.  I think that it omits a couple of 25 micron Al 
He-bag windows.  It also lists the target length as 18 rather than 30 cm.
