[Tpe] TPE monitoring page

Dear Dasuni,

That page looks good, although not all the results look good.

The DC residual means are not centered at zero.  The sigmas are also 
quite large in places.

Similarly, the EC time mean is quite large and sigma is large also.

I do not understand why beam vertex y is not centered at zero.

I realize it is still early in the calibration process, but I thought we 
had a decent DC calibration by now.
