[Tpe] Q2 vs epsilon Preliminary Statistics

Dear Folks,

There is a known problem with the back angle TOFs that was discovered by 
Frost.  Last night we lowered the back angle TOF thresholds to 75 mV 
(the Frost value).  We will leave them at that value for the rest of the 
run.  This means that the December runs will be less valuable.

I will talk to Eugene about the TOF efficiency with these thresholds to 
see if there are any measurements.  Dan Carman showed me the 100 mV 
efficiency data and it is very bad for some paddles (less than 50%).

Fortunately, everything will cancel in the triple ratio!
