[All_staff] Approval Procedure Changes for International Property Agreements

Dear JLab Staff,

Effective today, DOE is requiring the lab to use the DOE F 4420.2 form 
to replace the International Property Agreement form the lab has been 
using.

All  international loans accompanied by a Memorandum of Understanding, 
Authorization to Ship form and a Proforma Invoice for International 
Shipments form will now go to DOE offices in Oak Ridge for review before 
approval is granted.

Due to this change, International Property Agreements may now take a 
week or more to receive signature approval.
