[Bteam] rough list of startup work

Attached please find a first crude list of startup activities. 
Additions and corrections earnestly solicited.

I include the detailed PREX startup outline Michele and I cooked up as 
the last three pages of the document.  On the last page are a couple of 
URLs giving PREX run plan outlines.
