[BTeam] LERF visitors rules of engagement

Hi folks,

With LERF activities going on for the next few weeks, and visitors from the
Netherlands observing (including BTeam today), here are a few rules of
engagement from Steve Benson that are worth distributing. Paul Vasilauskis
has distributed these to Ops but they are worth reiterating now that the
visitors are here. Thanks!
