[Clas12_rich] RICH electronics in rack next to cRIO on Forward Carriage level 3

Dear Tylor,

We don't want to keep all components of the RICH electronics at the same place.
The DAQ electronics will be placed in the special crates together with other CLAS12 DAQ components.
The HV and low voltage will use one CAEN crate. And again it is not necessary to keep this crate close to cRIO. It has to be close to the RICH itself.
