[clas_members] shifts in 2019

Dear Collaborators

All the ITEP and MSU shifts until March 2019 are now covered. Thanks to 
everyone who not only volunteered, but did so in a timely manner. Your 
help is very much appreciated.

As a reminder with regards to next year. Shifts will be generated to 
cover the extended Acc. schedule (March -> April) and for the Fall 
schedule up to December. This will Institutes to allocate, swap or 
trades shifts covering full calendar year 2019.

The schedule and allocation will be posted mid-December.
