[Clas_offline] Wikis On CLASWEB

A few thoughts.
The first thing that can and must be done is to move wiki database from 
clasdb server.
This server is heavily used for the data analysis. It makes perfect 
sense to move wikis to some other server. This step can be done 
relatively easy.
In general, at least on the first site, I don't see arguments against 
migration to the newer versions of wiki. Access control and access 
policies is something to think about. But I guess we have flexibility 
there.
How easy is the conversion of configuration from old wiki to a new one?
