There is an inconsistency in the first paragraph on page 2 where you describe ragged photon beam. The numbers in the last statement as it is written are incorrect. The range of the tagged PHOTON energies is 20-95% of E0. But in the paper you wrote "The Hall-B Tagging System tags recoil electrons from 20% to 95% of the incident electron energy range." If you want to keep electrons there than you need to change number accordingly. However, since the relevant parameter for this paper is not electron energy but photon energy I would suggest to rewrite this statement. It could be "The Hall-B Tagging System tags photons in the range from 20% to 95% of the incident electron beam energy." or something like this.
