[Dsg-halla] Replacement schedule of Hall A PLC in Dynapower MPS

Due date is June 1, 2019. Thanks for the nudge! I believe we can begin to actually work on it at any time. The magnets are still cold. Cryo will need a "heads up" whenever we ramp things up and down. It will be best to start on the Left Arm. The Right Dipole is the one with an internal short. If something trips it is more problematic for Cryo. The hall will be in Restricted Access this whole time, except 4-29 through 5/1 to remove the Tritium cell.
