[Dsg-halla_ecal] ECAL heater

Hi Marc

I'm worried about 250C max. All the time this heater
will work the maximum mode.
When testing the prototype in the front flange SM, we reached 250C, which
is half the maximum operating temperature of the heater that I used.
How many days continuously can this heater operate at maximum?
