[Dsg-hallb_magnets] PLC Tags to Capture on Solenoid Interlock

Hopefully this won't be needed, but until these are added EPICS there are some PLC tags that we need to record if the solenoid has an interlock (moreso for a fast dump).

I tried to indicate them with some screenshots and annotated it some in PowerPoint.
