The setpoint for the Mix 1 flow was unchanged during this period, same for the pressure in the tanks (which is very strange, the pressure should be decreasing as the flow in to the tank is less than the flow requested by the PLCs).

Watching the GUI I see unstable flow in both the C4H10 MFCs, maybe the supply pressure (or temperature) isn't stable?

I can try setting the full scale of the MFC lower as the current flows are much closer to the low end of the range than the high end.
