[Dsg-mvt] Mix 1 Setpoint

Set the max flow for the argon MFCs to 1391 sccm. At some point in the future, we'll see to switch between modes to make sure it remembers the values.

As for the pressure in mix 2, I set the max to 20 psi as it is currently set to bounce between 12-16 psi so a max of 15 doesn't make sense unless the other values are changed as well.
