[Dsg-rich] EEL 124 layout for RICH assembly, DCs moving?

Tyler:
The contingency plan is to queue the incoming material until
the space becomes available. Some space has been reserved
in the adjacent EEL-125 area, and space can also be allocated
in the Experimental Staging Building. Because many activities
(from all of the Halls) are happening concurrently, I won't be
able to specify the exact location where the material will go
until closer to the decision point.
