[Dsg-rich] RICH electronic panel, nitrogen system, and HV recabling

Hello, 

Today, Marc looked at RICH's OSP and determined that it would still be valid even if the lift plan for the electronic panel removal is changed. 

DSG does not believe that RICH should be rotated again to remove the electronic panel. Any removal of the electronic panel and its re-installation should occur with RICH in the horizontal position. Marc is discussing how we can remove the electronic panel while RICH is horizontal with Mark Loewus. It seems the best way will be to use three swivel hoists to lift the electronic panel from three points. Details of how this can be done will be finalized after the discussions with Mark Loewus. 

Marc has also arranged with Target Group that all of their nitrogen dewars in the EEL high bay will be removed before the upcoming shutdown. This will allow RICH to keep four dewars in EEL 125 to supply nitrogen over the shutdown without any ODH issues. 

DSG was also informed today that recabling and work on RICH's HV cables is required and has started. It appears this will take significant time, ~5 day by Amrit's estimate. Because of this, it may not be possibly to remove the electronic panel on Monday December 11, 2017 if the work on the HV cables is not done.
