[Dsg-rich] E-panel removal

Hi Marc and Sandro,

We looked at the RICH e-panel earlier today. Once it has been lifted (by 
hand/tool)  up out of the detector shell, it looks like the e-panel 
installation frame gets bolted on in 6 locations on the long sides of 
the e-panel. Once the e-panel is attached to the installation frame we 
should be able to lift it in its flat configuration. To do this lift we 
could add 3 swivel hoist rings to the extruded aluminum in the same 
manner as the swivel hoist rings used on the front panel installation 
tooling, only using 3 points to lift the panel straight up. In fact, we 
can use those exact hoist rings, they are rated to 550lbs each and the 
e-panel is 250-260lbs. The one thing we would have to figure out is the 
weight applied to the lift by the cables and the effect on the center of 
gravity.

I will sketch this idea up and speak with Mark Loewus about it, as this 
will require a new lift plan.

The OSP states that we must use a lift plan for the installation of the 
e-panel while using the gantry crane. _As long as we have a lift plan 
and use the gantry, we will be in within the parameters of the OSP as 
written, and will not need a new OSP.

After further conversations with Amrit, Marco, and George, we may not 
need to use the gantry at all. If we are just intending to lift the 
epanel out (6 to 8 inches)and hold it while silicon or RTV is being 
applied we may be able to use tall jack stands to hold unistrut which we 
would attach to the e-panel frame.

I will speak with Mark Loewus tomorrow and work on a 3 point lift, in 
the case that it is needed.
