[Dsg-rich] PR 374377 for RICH N2 Panel Upgrade

1. george has submitted a PR for 2 rota-meters and 2 flow meters to be installed in the RICH valve panel when the RICH goes to the hall next year. 
the ones that are being used in the eel, in our opinion, might be inadequate in the hall. 
it is to mitigate this issue, i requested george to order another set, with a higher flow capacity for the hall. 
the ones in the eel will be kept as spares for hallb gas system, which uses many rota-meters and flow meters of this capacity. 
the PR should be for $2300. 

2. the drift chambers use 3 EASIDEW hygrometers, the RICH detector uses one, and perhaps there are other detectors which use a hygrometer. 
there are no spares in hand. 
so, i had requested george to order two as spares. 
george submitted the PR last week. 
the PR is waiting for approval. 
this PR is for ~$4000. 

please sign the PRs as soon as possible 
the lead time is typically 6-8 weeks. 

in my opinion, item 1 is more urgent than item 2.
