[Dsg-rich] RICH status

All,
The following is a status report of the RICH:

  * The BList for building the assembly structure has been submitted. 
    It is awaiting the signature of Doug Tilles.
  * Marc is looking into the blind drilling permit for the holes in the
    cleanroom floor.
  * The TOSP for the detector shell assembly still needs three
    signatures.  Marc is attempting to track down these signatures.
  * A procedure for installation of the mirrors and electronics is still
    needed for safety documentation.
  * The pressure system owner will be Bob Miller, per Valery. Dave
    Meekins, Design Authority, will be informed so he can proceed.
