[Dsg-rich] RICH assembly

Dear Marc,
you are right, we decided some time ago to use man lifts instead of
scaffolding. I will correct the work plan.
The procedure that I circulated covers only works on the RICH mechanics,
the electronic panel test scheduled in the week 3 is simply a test that
the panel mechanically fits inside the RICH box.
Procedures for the electronics tests will be developed by the RICH
electronics group.
The mirrors will be assembled in a later stage. We will write the
procedure, but most likely it is not going to require any tool that has
not being used for the RICH assembly too.
However, in order to optimize the effort, both in terms of manpower and
travel money, it is important that we get the proper authorizations to
perform all the tasks planned in the 3 weeks as soon as possible.
Then, we will start to organize the trip of technicians and engineers
from Italy.
