[Dsg-rich] RICH OSP

Hi Valery, 

I am reviewing the RICH OSP and supporting documents. Everything looks in order, however, step 5 in the Task Hazard Analysis (THA) (Pressure Systems section) is written as if all activities for this step are complete. 

The latest status (attached) from the system design authority indicates that only the design is complete. Fabrication work needs to be completed before it is up to codes and standards. Examinations of the system, and testing must be completed by the design authority prior to the system being turned over to the system owner. 

Perhaps the solution for getting the OSP signed before the Pressure Systems program activities are completed is to change the wording of that first paragraph and leave the second paragraph as written: 

example: The N2 and Compressed Air sub-systems will complete the JLab Pressure Systems Safety program prior to operation. 

This would make the THA status current and cover all questions. If you could change just that section of the THA and upload it to the OSP system, I have no problem approving.
