you are stating the obvious.
point is none of our collaborators know what to do and who to check with.
sometimes i feel, safety itself doesn't have a clue as to what is required etc. etc.
the whole issue should be discussed at a higher level.
marco, sorry about your plight.
much as marc's suggestion sounds good: involve others, including physics division's DSO Ed,etc etc its going to amount to nothing, i.e. you might have to experience dejavu. And that's because there is no clear template. Of course there is a mountain of manuals.
much as it feels like a blind man, chasing a black cat in a dark room, i suggest you don't get too disheartened. To misquote Lincoln: some people can be stupid all the time, all people can be stupid some time, but all people will not be stupid all the time. the job will get done.

Marco,
I agree, there are a lot of requirements needed to get things done. In
the future I think we will involve others in the planning stage, such as
Ed Folts, as division safety officer he would be a good resource for
this kind of information.
