[Dsg-rich] Installation of support panels in RICH detector

Hi Ed,

The tasks covered in TOSP are essentially complete, we will perform two 
more lifts covered withing the scope of that TOSP.

Next week INFN and the DSG will perform the installation of the support 
panels for the electronics (Electronics to be installed at a later date, 
under a new TOSP). These tasks are not covered in the current TOSP, it 
is an intermediate task between the ones covered in the current and the 
ones which will be covered in the installation of electronics, mirrors, 
and PMTs.  The task involves using standard tools to do the 
installation. We will use the enclosed platform stairs to work on 
anything greater than normal standing height. There will be no use of 
the gantry or winch to perform these tasks. So I am handling this with 
an informal THA as per the work planning guidance, I estimate the work 
to take much less than 2 weeks. We will still do the standard pre-job 
briefings prior to the shift.
