[Dsg-rich] RICH scalers all at zero since 23:45 on 4/15/2018

Hello,
This morning, Peter noted that RICH scalers have all been at zero for the entire morning. A screenshot of the scalers map showing this is attached. Looking back at a few scalers in the archiver, they have been stuck at zero since ~23:45 last night. This plot is also attached.
Are all scalers being stuck at zero for so long something that a DAQ restart or LV power cycle would fix?
Is there a way an alarm could be implemented to give an alarm if scalers are not updated for a given amount of time?
