[Dsg-rich] RICH scalers all at zero since 23:45 on 4/15/2018

Hi Tyler,
yesterday night the RICH has been taken out from the DAQ because for 
some unknown reason it was saturating the DAQ livetime. The problem will 
be investigated this morning.
