[Dsg-rich] RICH scalers all at zero since 23:45 on 4/15/2018

Dear Tyler, 
Today we have beam studies. The Hall is in control access until 16:00. 
We got a problems with one RICH DAQ board at 11:00PM yesterday. This board we will fixed 
today during the beam studies.
