[Dsg-rich] New RICH N2 Gas Panel

Hi Bob, 

Over the summer shutdown, RICH's upgraded nitrogen system panel will need to be installed and tested in Hall B. Before it is installed in the hall, it needs to have a pressure systems review from you, its system owner. 

The valve panel is still in EEL 125. DSG has already done a low-pressure leak check, so the panel is ready for your review.

We have installed the transducers on the RICH Air and N2 systems. The 
new patch panel still needs a pressure systems review. It is set up in 
the shower curtain room, ready for examination and testing.
