[Dsg-rich] dewar replaced for RICH nitrogen supply

Hello, 

We have replaced an empty dewar for RICH's nitrogen supply. The other three appear to still be at least half full. 

We will continue to use four dewars in parallel with a flow rate no greater than 15 L/min to ensure that nitrogen does not run out when JLab is closed due to winter weather.
