[Dsg-rich] RICH electronic logbook

Dear all,
after the succesfull installation, we are now in charge to
bring the detector to a steadily and safe operation.

I strongly encourge everybody to use of the electronic
logbook in order to report progresses and possible issues. 
This would provide everybody a mean to record and view
the daily operations and be able to plan the next steps.
