[Dsg-rich] Instrumentation for increased nitrogen flow received

Hello, 

George has received the flow meters and rotameters to allow monitoring and control of RICH's nitrogen at a higher flow rate. 

These new rotameters will allow an increased purge rate for RICH's nitrogen system. 

To be able to swap to these new flow meters and rotameters, Bob would need to assign a Design Authority (DA). The DA will approve the upgrades and determine what size orifice will be needed for the upgraded panel.
