[Dsg-rich] [New Logentry] EP cRIO and N2 cRIO hardware interlock program update

RICH's EP cRIO and N2 cRIO interlock programs have been updated to give averaging controls and trip delay controls to all individual sensors. These controls can be accessed from the expert tab on the LabVIEW user interface. The previous versions had only a global control for averaging settings and trip delay settings.

Code was also added to each cRIO's hardware interlock program to use spare relays in the cRIO as remote override switches. The previous version only allowed the override of interlocks using the keyed, hardware override switch on the N2 cRIO chassis. The new versions of the programs allow us to remotely override a cRIO's interlocks without having to make an access Hall B. 

The cabling to allow the remote override between the cRIOs and CAEN will be installed at a later time. The Forward Carriage was being moved, preventing access to the rack where the cRIOs are installed.

Presently, all software changes are complete and both RICH's N2 cRIO and EP cRIO are back up and running in normal operation.
