[Dsg-rich] [Revised Logentry] RICH air-cooling regulator setting reduced for test

To see if RICH's airflows can be made more stable by adjusting the regulator on RICH's air-cooling valve panel, we changed the regulator from all the way open at ~45 psi to ~35 psi. 

Both Airflow 1 and Airflow 2 were able to be kept at the same flow settings (~500 slm for Airflow 1, ~400 slm for Airflow 2).

We will let the system run with the reduced regulator pressure for a few hours to see if the airflow is more stable and does not follow the on-off cycle of the compressor.
