[Dsg-rich] RICH huimidity alerts for summer shutdown

Hello Marco Contalbrigo, 

In today's DSG meeting, Amrit mentioned that you requested that if RICH's humidity goes above a certain value, that someone be paged to come in and investigate the rise in humidity. 

After discussing the matter in the meeting, DSG recommends that the humidity values be added to the EPICS alarm handler and that any over-humidity alert go to the Hall B on-call person. If alerted, the on-call person would investigate why the humidity went up and check that nitrogen is still being supplied to RICH. 

This is the system that is set up for other detectors in Hall B and DSG thinks that it would be best to set up alerts for RICH humidity in the same way.
