[Dsg-rich] planned clean power outage in Hall B, unable to swap cRIOs to utility power due to disabled ODH monitoring

Hello, 

Tonight from 5:00PM to 3:30AM, there is a planned power outage of Hall B clean power. DSG's plan was to go to Hall B late today to swap the RICH cRIOs to utility power to ensure the cRIOs stay powered. 

Without communication, ODH monitoring for Hall B has already been turned off, closing Hall B to any access. We are unable to swap the RICH cRIOs to utility power as planned, so the RICH cRIOs will lose power during the outage and interlock sensor monitoring will be lost. 

However, RICH's N2 supply is NOT dependent on power and N2 flow will remain continuous during the power outage. 

When clean power is restored and ODH monitoring is re-enabled, we will be able to access the Hall and confirm all cRIOs and sensors are functioning correctly.
