[dsg-hallb_rich] RICH-II hardware interlocks to be rebooted for update

Hi,

The update is complete and the interlock system is back operating as normal.

I've also updated the EPICS screens in clascss, so it may take a little bit for those to update.

Hello,

Shortly, the hardware interlock system for RICH-II will be rebooted to implement some corrections and updates, mainly in the EPICS interface portion.

For the update, I'm going to put the interlock chassis into override mode so there will essentially be no hardware interlocks for a short duration.

I'll send another email once the update is complete.
