The averaging didn't stop, it's just that it's enabled for some and disabled for others. There's also two ways it can be disabled: either by the obvious disabling but the other is by setting the sample size to 0.
I suspect that on the signals where averaging is enabled + the limited precision of the PV make it look the value isn't changing when in fact the raw value from the sensor is changing.
It's very likely that the settings that are being used now are from an older date or not what is intended; between the multiple hardware issues that have come up to simply overlooking a value when restoring/verifying settings.
We'll know for sure if that fixes these issues when I see about disabling averaging for all signals so what EPICS gets is the same as what the cRIO is reading.

So I started poking around the LabVIEW code running on the cRIO and I think I see the issue with the PVs being reported differently despite it seeming like the modules channel readout working correctly.
Some of the channels have averaging enabled with a sample size of 100. So for example on the N2 flow the raw signal is only moving around a few mV which when averaged over that sample size almost never changes (the handful of ones I've seen have been at the nV level). I suspect once this is converted to flow it doesn't result in any changes to the PV itself which is why it appears as if it's stuck.
I don't know why some channels/signals have averaging enabled and others don't, but maybe in one of the swaps/recoveries that was done something changed there?
There was a real issue with that particular cRIO (the disk errors and being unable to remotely reboot it), but I suspect a power cycle/hard reset would have recovered it.

I rebooted it, but as expected it didn't seem to change anything.
The the PV for N2 Volume PPM is constantly updating in EPICS while the N2 flow is "stuck" despite the module channel itself constantly moving around.

I was unable to get the spare fully online in time and so reverted back to the previous cRIO.
I'll post a log entry later.
There doesn't appear to be any planned maintenance next week so I'm not sure what the best course of action would be as the "simple" swap of controllers didn't work out. It will require additional troubleshooting which is extremely hard to estimate the length of time it will take so isn't really suitable to do during a short access window.
