[dsg-hallb_rich] RICH Sector 1 hw interlocks - June 2025 post work summary

Hi,

As promised, attached is a more detailed summary of the work carried out to restore the RICH Sector 1 hardware interlocks to full functionality.
The summary is a lot of information, but since the problem/work happened over multiple days, I wanted to have the mailing list archive the information all in one message to make it easier to refer back to in the future.

Also, as mentioned in other emails, the sector 4 humidity sensors are still not working.
Priority was given to restoring S1 interlocks and there was not enough time today to complete a second cRIO swap today.
This will be fixed on the next maintenance day scheduled on next Wednesday June 18.
