[dsg-svt] SVT R4 moved back to EEL 124 cleanroom

I was not informed that RICH team was not aware of R4 move to the small 
room. It was moved upon the approval from the DSG.

I already discussed the issue with Marco.

Next time R4 is planned to be moved, send me email and wait for 
approval. Thank you
